The Organic Food Development Center of the Ministry of Ecology and Environment (referred to as the "OFDC-MEE") was established in 1994. It is the pioneer and the main force in promoting the development of China's organic food industry, and also has significant international influence.
OFDC-MEE is the team that first proposed the argument that "promoting the development of organic food will become an important lever for rural environmental protection and agricultural non-point source pollution prevention and control" in China. Currently, OFDC-MEE closely integrates with the new task of deepening the battle against pollution prevention and control, continuously expanding research fields. So far, three distinctive disciplinary directions have been formed, namely organic food development, rural environmental protection and non-point source pollution control, and good soil conservation and pollution remediation.
During the 14th Five Year Plan period, OFDC-MEE will comprehensively focus on the needs of agricultural and rural ecological environment protection and certification recognition work, continuously carry out scientific research, promote precise pollution control, scientific pollution control, and legal pollution control, and provide policy and technical support for ecological environment protection departments, certification supervision committees, and local governments.

It is the first organic food certification body in China and the first batch of agricultural product certification institutions approved by the National Certification and Accreditation Administration (CNCA). OFDC has been recognized by the European Union, Canada, and the United States.

OFDC has established a European representative office in Bologna, Italy, and has certification services covering global five continents. OFDC has established a close cooperation relationship with the renowned Italian certification body BAC, and the organic certificates issued by OFDC has become a "passport" for global organic product trade facilitation. The certified products can directly enter the organic markets in the United States, the European Union, Japan, Canada, and Southeast Asia etc.
OFDC Experts have successively visited Europe and Thailand to participate in the organic mutual recognition talks between China and Europe, Thailand governments, and provided standard technical support for organic mutual recognition between the governments of Sino-New Zealand and Sino-Denmark. OFDC has established extensive contact and cooperation with domestic and foreign organic agriculture institutions and organizations such as the Rodale Institute in the United States, FiBL in Swiss, the Food and Agriculture Organization of the United Nations (FAO), and the International Federation of Organic Agriculture Movements (IFOAM).

Bioagricert srl was born in 1984 when a group of technicians and experts started to work as Independent Certification and Control Body.
In 1993 it was recognized by the Ministry of Agricultural Politics as Authorized National Body for the Control and Certification of Organic Productions (on the basis of Reg. EEC 2092/91).
In 1996 it became the first Body accredited by IFOAM for the Certification and Control of vegetal, animal and processed organic products.
The head seat is located in Casalecchio di Reno, Bologna, Italy, which is also the computer heart of the whole organization that coordinates all national and international offices and inspectors in: Europe, North and Latin America, South East Asia, Mediterranean Basin, Polynesia, South Korea, India. Bioagricert provides organic certification of EU, NOP, JAS, and COR.
In 2014, OFDC actively responded to "the Belt and Road" initiative and reached a consensus with Bioagricert on the cooperation of Sino-Italy organic product certification business. Bioagricert comprehensively carried out the international certification of organic products (EU/NOP/JAS/COR) and input evaluation business in China.
